Golf Operations Report Recommends No Changes in Business Plan: Senior Fees Retained, Low Income Fee Waiver Rejected

Acting at the request of SDMGA co-founder, Paul Spiegelman, Steve Heverly on behalf of Councilmember Lightner moved that the Park & Recreation Board delay consideration of item 101 – the low income waiver because the notice did not state what the recommendation was and citizens could not know whether to attend. Paul  had tried without success to get a copy of the report or learn its contents before the meeting.  The Board granted the motion.  The report was not available at the meeting, but after the meeting Mary Ann Kempczenski furnished Paul with a report offered by the staff that stated that senior fees were the norm in the industry and did not recommend ending them to pay for a low income waiver. No explanation was made as to why the only way to fund a low income waiver would be senior fees. Couldn’t proceeds from the Buick fund give a break for low-income golfers?   Click here to read the report.

Acting at my request and that of other constituents, Steve Heverly on behalf of Councilmember Lightner moved that the Park & Recreation Board delay consideration of item 101 – the low income waiver.  The Board granted the motion; I left and I assume there was no further discussion of the matter.  My concern with knowing what is in the proposal remains.  Can you do anything to find out what is in the Staff proposal?  Why are they not releasing the proposal?  Doesn’t notice mean knowing what you are going to discuss?   If Staff was ready to speak about the subject matter, why won’t they release their report so we can see it and advise members of the public on what the meeting will be about so that citizens can know whether to attend the meeting?

Hi,

I just want to respond to some of the e-mail that I have received regarding the golf item at today’s Park and Recreation Board meeting. Staff will be presenting the board with information about the low income fee waiver. This item will be coming before the Natural Resources and Culture Committee in July and then onto City Council. The Park and Recreation Board will make a recommendation to NR&C but the final vote will be at Council on this issue. Staff was asked to review this issue as part of the motion made on the Mayor’s 5 Year Golf Business Plan back in 2006. So please understand that this is the first step of review in this process and that the vote to today is a recommendation and not the final decision on this issue.
